As I understand it, the railbed is owned by the state, so I believe any road bed repairs are on the state's dime. The P&W only owns the track, as I understand, which might be why new track hasn't been installed. But if the road bed is done, it's something that could be easily finished.

I "think" there might be a few slides that need to be cleared as well before it can be fully opened. I haven't been able to keep up on on the details, however.
