The UTA used similar high viaducts to get over freight trackage and such, but with diesel hauled multi-level cars. Though unsuitable for freight, they have no problems with it. Freight does not operate over UTA tracks anyway.

Indeed, even though they do not mix with freight at any point, they still opted for federally compliant equipment; as well as a fully functional cab signal / ATC system that has all the train separation functionality of PTS, the first in the nation to be so certified by the Feds.

One has to presume that they indeed cared about the ultimate safety of their passengers. Besides, purchasing already cataloged equipment is always the least expensive way to go. And their version of the ATC/PTS also did away with most wayside signals (except at interlocked switches of course), reducing costs further.

Although the state laws governing the UTA are very different than most public agencies
have to contend with, giving them many good options; the UTA success show that gov't agencies can get it right. Too bad those laws don't apply in Kaliphonia.
