Why not put a section of only rebar in the middle, perhaps six inches? This way the tie will flex slightly as the train passes over. There's no reason why a concrete tie has to look exactly like a wooden tie. If you think about it, the middle of the wooden tie is only there to keep the gauge (and the fact that trees are shaped that way...) :-)
