Air time for SFO-LAX or SMF-BUR/LAX is about an hour between terminals. Proposed or any realistic HSR can't compete with that. But the TRIP takes a lot longer than that. With security shenanigans and reasonable travel times to/from airports current times for the air trip are approaching 6 hours and a strip search. You can nearly match that if you drive the whole way, sticking close to the speed limits. Current Amtrak (with a bus from Bakersfield to LA) does it in about 8.5 hr (Sac-LA) to 9.5 hr (Oakland-LA) -- not far from being competitive even with a 79 mph limit and many stops.
HSR doesn't need 200+ mph to beat the air TRIP. Something in the 150-180 mph range (i.e. modern NEC or DesertXpress technology and alignment, not extreme TGV), with limited (2-3) intermediate stops, could do it easily (net time about 3 hr).
