Red flags??? What if all the design and engineering work was done in house? What if earthmoving is done in house? What if water and power is brought to the building site in house? The only red flags I see being thrown are by consultants that are not employed by this project.

There are quite a few museums across the US that have many talented (and licensed in their trade) individuals amongst their volunteer staff. I see nothing wrong with the fact that some of these individuals are willing to work pro bono.
