I certainly am no expert, but I did spend some time peripherally involved with European local railway passenger services about ten years ago. The trend as you suggest seems to be to pawn the local services off to the local government, since local government presumably has a better idea of local needs. For example, I have noticed at least some of the local and regional trains in Germany are run by companies other than DB. And at least in the case of the trains I have ridden the service is pretty good. The sticking point of course is who will pay for it, and that is a complicated can of worms that I won't touch.
