When I lived in the area, we called that structure the "Flume" and yes, it is interesting.

It's actually a wooden trough that carries water. It leaks quite a bit, and when temperatures remain below freezing for a while it grows some impressive icicles.

Beyond that, I don't know anything about its history or purpose.
