In Orange County, CA., the City of Villa Park is completely surrounded by the City of Orange. This is somewhat by design, as the residents of the area in the early 1960's wanted Villa Park to remain somewhat rural, with horses & without street lights or sidewalks like the rapidly encroaching residential areas of Orange. The founders of Villa Park were careful to include the Villa Park Orchards packing house, as well as a portion of the Espee Tustin branch, within the city limits of the otherwise residential city, to help with property taxes. ( One shopping center was later built.) Conversely, the city would not grant any church a tax exempt status, giving them the title of A Godless City !!!
