Snow does bad things electrical systems at times, ie traction motors and HEP. When things go bad on a RR in BAD snowy conditions its not that simple to "get another loco". Most places don't have switch heaters or they are over loaded and can't keep up with the snow and poof u have a RR that is useless for moving trains.
