Old Milwaukee "Wheelchecker" in Othello

Attending a motorcar event in Othello WA last year I stumbled across this old wheelchecker.

From what I heard from an ex-Milwaukee employee at the event, it was a type of detector that checked the wheels for defects. My question is how did it do that and with what technology? There is evidence of wires and nails in the ties that some sort of mechanism was there at one time. The most interesting thing is that the rail opposite of the guards are wide gauge by about an inch.

This was located just north of where the yard at Othello went onto the main out of town.

Do any photos or paperwork of this type of installation exist anywhere?
