California's Full Crew law...1948?

Can anyone provide a good source regarding California's demise of the so-called Full Crew law? I understand that the railroads in Calif. got together in that time and devised a plan to eliminate this by putting a ballot measure together and get it eliminated/changed. I'm having a tough time locating this as fact.
