The restaurant in question was the "Silver Garden", and was located near the SP Brooklyn Sub in southeast Portland, just south of the Burnside Bridge. It incorporated a former Milwaukee Road Super Dome lounge, #57. After the "Silver Garden" went out of business, the restaurant became the "Warsaw Express".
After that one closed, the dome car wound up in Tillamook, Ore. at Tom Rader's restoration shop in the old blimp hangar. The car eventually surfaced in the Washington Central stable, then went to British Columbia for the "Pacific Starlight" dinner train.
After BC Rail shut down its passenger operations in 2002, including the dinner train, the cars were sold to the Ontario Northland. The super dome is now in ONR service as the "Otter Rapids".
Trains magazine published an article about the "Silver Garden" restaurant back in the early 1980s. As I recall, the owners originally wanted to purchase the former CB&Q Kansas City Zephyr "Silver Garden" dome coach-buffet-dorm-lounge, but acquired the former MILW car when the KCZ dome was purchased by another buyer.
