They probably need to do the work so trains don't derail due to poor conditions and lack of maintainance.

I believe the Coast Daylight project got started before the current financial crisis.

Yhe starlight is often full and since it originates in Seattle can be very late.

Also, the Daylight would start in SF so it would be faster than taking a bus to Oakland and starting there.
