The Orange station is near the Chapman University campus, and one can easily picture students wearing earbuds being oblivious to the trains. There's also a large immigrant population in the area, and many of those people come from the countryside of whatever place they came from. Some have never even seen a train before, and have no idea they can't be stopped on a dime.

Engineers still have the ability (obviously) to use their horns in an emergency, but I can only imagine the uproar when inevitably some woman pushing a stroller with 3 or 4 kids across the tracks gets creamed.
