Expensive compared to what? To a boiler failure? To a boiler explosion?
In reality, it's cheap insurance against either of the above. Most locomotive boilers in service today are 60-100 years old and regular, thorough inspections are only prudent. It makes no sense to just keep running it because it always has run and just hope for the best.
Most of the locomotives that stopped running when the new rules took effect did so because they were in too poor condition to pass an inspection. Many got badly needed repirs only as a result of the 1,472/15 inspection.
