It's possible, but not likely. My guess is that the only reason they haven't ripped up the tracks yet is that they've had capacity problems on other lines and they're keeping Tennessee in mothballs in case Moffat's capacity gets maxed out. In the 1980s BN sold some of it's mainline in WA (Old NP Kennewick-Auburn) and then about ten years later apparently regretted that decision due to capacity issues, and they bought it back!
