Most likely NOT a railfan. Train horns are highly sought after by truckers and it's truckers and those supplying them who have been responsible for a large percentage of locomotive horn thefts over the past few years. The problem is reaching epidemic proportions in California.

Climb on top of a locomotive with a handful of tools and steal a horn, no problem. Drag a dozen spray cans track side and vandalize the entire side of a freight car, nobody cares. But try to stand near the tracks to take a picture or two of a passing train and the heat is all over you.

I pity our children and the world we are leaving them to deal with.
