DTMF tones

Occasionally with the Roseville-Suisun turn and with other trains, my radio is picking up a set of DTMF tones and afterwards, hearing the crew calling the DS. Are the tones being used to activate the nearby hilltop mounted repeater like I used to hear with the MOW crews or the signal maintainer or RR personnel or is the crew activating the EOT/F.R.E.D. device prior to calling the DS for movement orders?
