In the old days before radios could generate tones a train crew member would strike a tuning fork and hold it against a microphone to transmit the tone. The tone would un-mute the dispatcher's radio so he could hear the message. The dispatcher was required to monitor a large number of receivers at the same time so they were all kept muted except when someone wanted to talk with the dispatcher.
