Read Mike P's post, this does not sound like a work train but a revenue move and then google FRA Emergency order 21 of 1998 that has not been removed by the FRA no trains but work trains and they must get FRA waviers to move other cars. Read the the full text of the order to see where NCRA was out of compliance with FRA, CPUC regulations. most if all if these items from Wilits south are still there plus more of the crossing signals do not work. Read part 240 engineers certification rules on engineer qualifications. Contact employees who certified them on the line and how were they certified. I hope FRA has given a waiver and that NCRA does not feel it above regulation by FRA and CPUC they comply with the regulations like all the other shortlines do.
