If non-revenue cars are being moved by a burro crane, Brandt vehicle, etc. the operater does not need to be certified. I doubt that this operation has a Part 240 certification program at this stage because there is probably no one qualified to servce as a Designated Supervisor of Locomotive Engineers. (such person would have to be qualified on physical characteristics, etc.)

As for crossing signals, current rules have provisions for operating past malfunctioning signals - as mentioned in an earlier post, this can be handled with flagmen.
