I have seen that question asked a lot, and while I haven't ever seen an official answer from C&TS, the pictures and videos I have seen of the rebuild show the old vertical supports being reused, with the bridge getting new girders. The new girders look to be exact copies of the originals, right down to the rivets. Being built to the same specs as the old ones + the reuse of the vertical members makes me think the rebuilt bridge will still have the same double heading restrictions as the old one.
