Mainstream environmental groups are usually very pro-rail, for the right reasons: lower fuel consumption, smaller footprint, etc.

I don't know anything about these groups opposing NCRA other than what's on their websites, but the threatened action smells like NIMBYism to me.

By the way, challenging EIRs is a very common tactic for fighting development for reasons having nothing to do with concern for the environment.
