Duh -- It's about Island Mtn

They're NOT against freight. They're fighting for the Eel River
Canyon and have said so. They have said that if NWP Co would limit
its operations to Willits and NCRA negotiates a pathway through
the Canyon, that the lawsuit would be dropped.

So, is freight operations "speculative" as NCRA contends or
is their intention to bring freight all the way north?

To the extent it is the latter, NCRA will lose the suit.

It isn't nimbyism. It's the law.
