Does this agreement allow any kind of regularly scheduled tourist or dinner trains or does that require negotiation of a seperate deal between the NWP and an independent operator that could be vetoed by Novato or other opponent?

What about one time "rare milage" or other excursions?

Could freight operate more than three times a week or at night if there's an emergency or traffic warrants?
