I have a related question that perhaps someone who has been to Europe knows the answer to. I had heard that the France TGV system relies on existing trackage in the center of Paris and other cities, only having built true high-speed tracks in the rural areas away from the cities. Is that correct? Why couldn't the California High-Speed system do the same, not building a separate line next to CalTrain, but just using CalTrain tracks for 50 miles or so at slower speeds? Seems like the time trade off would be worth not fighting the NIMBY crowd on the Peninsula.
