Isn't it stupid that they go to such extremes to make a caboose a "shoving platform". Why not let the crew have access to the inside if it's cold outside or so they can sit down while waiting in the hole. If the crew wants to bring some diesel to make the stove work then why not let them.

Is there some sort of a union contract thing that requires extra crew if there is a caboose on the train? I just don't get the shoving platform thing.
