Apparently they have verified that the signalling system was operating properly, and as the first train only stopped because of lightning it was not stopped due to a lightning strike. If the signals were functioning then we could be looking a driver error.

I wonder if true PTC would have stopped the 2nd train, sounds like the drivers are using cab signals or even PTC w/o Automatic train stop.

The Korean RR article in tonight's trainnews states that they have a system based upon the following distance which slow the following train to match speed when they close to a certain distance.
