In the past GW had been speeder friendly. However management changes over the years have change that. In recent years they have not allowed any runs in the North west. It is entirely possible as management turns over they may once more allow runs. Providing the tracks in question are not leased by them from a company who does not allow passenger or speeder traffic, like the UP.
