I believe you're correct. ATS on the Needles Sub simply allows such-equipped trains to operate at 90 MPH. Obviously, we're not running any freight that fast, and current rules limit max speed of freight to 70 MPH. To my knowledge, even the Super C was not so operated with ATS.
I believe ATC is Automatic Train Control and is a method of operation with a section of operating rules dedicated to such, and does not allow for 90 mph operations, but I may be incorrect.
