In my experience 15 foot track centers allow for work to continue if speeds are 10 mph and a form B is in effect. Things may have changed though. However if one stops work and lets the trains by on the adjacent track at normal speed it's often less of an interuption. 25 foot centers may allow for work to continue but 30 foot centers would allow for the placement of an additional track (siding, set out track etc. or even a main) should the need arise some day.
