Unusual Locomotive Sighting?

Last night (Friday, September 2) I saw Amtrak train #28 (Eastbound Portland section of the Empire Builder) in Pasco. The locomotive was Amtrak 467, an "Amtrak Cascades" locomotive. Is this normal for one of these units painted in Cascades scheme to be seen outside of the Eugene-Portland-Seattle-Vancouver corridor?
