Near as I can tell from reading the PR, this ups the ante for for completing an EIR of an existing rail route to $10.3 million.

Years ago I went to a ground breaking for some project (a runway at a military base, as I recall) and they handed out pens shaped like shovels. Perhpas DOT could dig up some of them on ebay and give them to all the environmental weanies, history compilers, and non-trade people who benefit from studying these things to death, and call this a "shovel ready" project. "Not one inch of construction 'till the snail darter is safe!"

Now, lest you think of me as cynical, let me advise that I still have the hammer Al Gore gave me in the 90s for participation in another good gummint scheme.
