Does anyone in St. Paul want to go to Duluth, or vice-versa? It doesn't look like a heavily traveled route. Granted, 110 mph is not lightning fast and the landscape up there is fairly flat, so construction should not be hugely expensive. But it seems odd that they aren't turning their attention to Chicago or Milwaukee.
