BNSF Security Area

Maybe this was covered elsewhere, but...

The August, 2011 edition of Trains Mag has a map of Cajon Pass. (Pretty decent map, by the way.)

At MP 55.9 (give or take) is Summit Road. According to the map, the area east of Summit Rd is a "security area", with lights, fences and guards.

Obviously, my question is....

Why?
