Don't forget, the Disney monorails are NOT a common technology. They are, in essence, a small fleet of custom vehicles. Even the Disneyland and Disney World monorails are not the same.
In any larger system, like say a commuter line, there would be more vehicles, more spares and the tooling costs per unit would be lower. Could be that most of the damaged parts need to be fabricated special. That would certainly drive the price up.
In my industry, we regularly spend $10,000 to $50,000 for one-off prototypes of something that will retail for $50. That is the nature of volume vs. custom.
