SMART officials awarded a $103 million contract to Alameda’s Stacy and Witbeck/Herzog, which underbid the Shimmick Construction Company by more than $9 million. The board conducted discussions with both companies in November and December, while Mansourian negotiated costs and business opportunities.

“The committee recommended to me that the Stacy and Witbeck/Herzog team presented the best value to SMART,” Mansourian wrote in a staff report released Jan. 5.

The first phase includes the construction of 37 miles of track, reconstruction of several station platforms, and the repair or replacement of 20 bridges — including a bridge over Novato Creek, which has a history of severe flooding.
