Amtrak had been utilizing the low level trainset on the LA to SLO run almost exclusively (for sure on weekends leaving LA as train 799) and now is rotating that trainset elsewhere on the Surfline. I heard this from someone who runs a private car as this impacts their ability to go north on 799 without use of another car with steps.
