There were commercially-available codebooks that could be purchased; one was named "Arnold's Telegraph Codes". They covered just about every imaginable situation. Since everyone who purchased the book had the code, users were often instructed to (for instance) find the word or phrase they wanted to encode, then use the code word 2 up or 3 down or 4 pages further into the book.
