Obviously the publisher knows his market. Apparently you aren't part of it.

As long as people buy his products, he will publish.

Yes, that is his market.
Here's what you do: write up a manuscript in the area(s) that you find important and submit same to the publisher. If he sees a positive financial return, I would think that he would be willing to work with you.
