If the YW trackage that was removed was "industry track" or surplus yard trackage, there is no "illegal abandonment" as such. As long as the track remains intact between the CORP interchange at Montague and the Yreka terminal/roundhouse and is available for common carrier service to the existing customer(s) there is a viable rail operation.

Believe the track that was removed was only used for car storage in the past as I saw a long line of ARMN reefers there last time I was in the area.
