I agree that if the line beyond the depot past Oberlin Road was "industry track" with no industries left, the abandonment process probably would not apply. But - there did used to be customers long ago on that section and it may have been consdiered "main track" at one time.
Looking through the STB notices, it appears that YW files to abandon 8.9 miles of railroad. Timber Products submitted an OFA for 4.5 miles (which should be about their plant), then withdrew it. It looks like "Yreka Western" was allowed to be abandoned, but before abandonment was consumated Yreka Western was bought by the non-profit Rocky Mountain Mining Museum, but operated by the Colorado Central.

So the question becomes - where is does the 8.9 miles end? It is obviously beyond the depot. [
www.altamontpress.com] If "end of track" is MP 9.3, the missing .5 mile could be track in Montague. It looks to be about .7 miles from Suburban Propane to Oberlin Road, which should make it about MP 8.4. If Yreka Western is salvaging track geographic north of Oberlin Road, then I don't think they have abandonment authority. It all depends on what track comprises the "8.9 miles" listed in the STB authority.
