running trucks

At the risk of getting myself in trouble, I have to ask why MOW
trucks are left running when no work is being performed. I live near
a well used mainline and routinely see trucks left running, sometimes
for hours, while waiting for time. It would be understandable if the
weather was bad and the truck was being used for shelter, but that is
rarely the case. It must cost a fortune in fuel, not to mention the
unnecessary pollution. Let the beatdown begin.
