I think he meant that scumbag politicians of that particular ilk, created the conditions that lead to this event. As to "shrubs", and those clumsy oxes that can't properly handle firearms, he probably didn't think their policies were as much responsible, or even very relevant to the world, as those he did list.

Proving his point, while probably true and a very common viewpoint, would not be easy however. But this one thing is pretty clear to me; that they are as much thieves, as any common mugger you might meet in the back alleys of Richmond. They just pass laws that make their way of theft seemingly legal, or even moral; whereas, the common thief makes no such pretences.

Hmmmm? -- Does that make the common thief more honest than those politicians?
