AFAIK Alameda County does hold the former SP line from east of Pleasanton to the county line on the east side of Altamont. However, in total disregard for the nimby contingent, I would reclaim the San Ramon branch and run the line from Walnut Creek to Radum, and then east across the Altamont using the Iron Horse trail in Contra Costa County. Then you could tie into the Blackhawk to Midway commute traffic too!
