I remember when the UP first came out with the Conductor Report Form. Seems to me it was around October 1997. The Sr. MTO held a Town Hall Meeting with everyone onduty in the yard, including Road Crews going on and off duty and said that this report form was given to them as "Something to do, to pass the time away on the trip". He was proud to tell us how honest he was about this too. Seems like shortly after that and over the next several years, new report after report after report had to be kept. Everytime there was a major collison and/or derailment that made National News, a new requirement came out shortly there after. In my opinoin, 75% of it is overkill.
