Interestingly Ed Reiskin of Muni did layoff 6 head office "high-priced people" yesterday to place the emphasis on saving what he called "front line operations". He has that ring of authority but it is too late to redo Muni's Central Suxway.

No mention of the biggest single problem - poor planning mostly generated by political corruption. The only time cost-benefit analyses are applied is when ab agency wants to kill one option and replace it with one it prefers for political reasons and probably just as bad. For instance MTC did a cost-benefit study on the TBT tunnel project and gave it a terrible rating. It may deserve it, but the real reason that happened was that MTC-BART-PB-Kopp have always been against it and Caltrain in general because an upgraded Caltrain undermines the raison d'etre of their precious BART to SFO boondoggle. How about a cost-benefit analysis of the Central Suxway or the CHSRA value-engineered Tehachapi Roundabout?
