I not sure if I understand your first question. If your refering to rule breaking conduct such as a GCOR violation, that is not going to be investigated by the railroad police. If your refering to misuse of a company credit card, that might eventually involve the railroad police but will probably be dealt with HR first. It varies by company and its policy. If someone is blatantly stealing it would be a railroad police issue. Minnesota and Idaho (asside from maybe Hawaii) are the states that limit railroad police powers the most. Look it up in their state laws. After the creation of Amtrak and several crime prevention laws in the 70's and 90's no state can say no to railroad police as long as the railroad owns property in that state. They can do what they want on their own property. Laws very from state to state in every state.
