Kopp gained particular notoriety for pimping BART to SFO and killing the Caltrain Transbay Tunnel in the early 90's.

I would have to guess that Kopp is also wedded to the Tehachapi Roundabout. IMHO they should just give the $20bil or so for the dogleg to Mayor Villa and let him build what I call his "LART" from LA to Palmdale. Just put the mountain crossing on hold until they find the stones to do Tejon.
