I just deal with what I personally saw close up at CHSRA under Kopp"s influence for the 10 years I worked on this issue, when he was the "visionary" who was leading much of this. Which, in general, was nore about how politicians ladle out the money, when we turn them lose without any real "checks or balances", and buckets of taxpayer dollars, to slop troughs for insiders, and inflate their ego's.

I'll have to leave the more obscure and arcane conspiracy theories to others.
